In Southern California, the last week of Febuary (unlike my last post) isn't a good time to plant due to low tempratures and rain, but the week after is good.

Southern California
Surprisingly, Southern California was spared by the big chill of the Midwest, and the weather is going to be steady at about 70.F (21.C) for the rest of February and March. So by my calculations, we can start planting outdoors on the first of March, but indoors for seeds can start about two - three weeks before the first of March.

Weather From the Midwest
Weather From Chicago to Arizona has been hit with basically an Ice Age, Texas is colder than Alaska and has winds that are around 35 - 50 mph (56 - 80 kmph), no propane or warm water in Tucson, Chicago is now "The Snowy City," but thankfully it skipped California.
